Buckle Up
Can you survive a sudden stop? |
There were 9,851 fatalities and/or serious injury general aviation accidents
between 1983 and the summer of 1995. Final NTSB reports list 6,051 of those
accidents with no shoulder harnesses installed or no shoulder harness used.
We have to wear safety belts in our cars. They are a nuisance yet there
is no doubt they have saved lives. We wear safety restraints in airplanes
for the same reason.
Aircraft manufacturers have been obliged to install shoulder harnesses since
1978. However, some of us may still treat these devices as optional equipment.
They are not nor is their use.
The human body can withstand 20 g’s deceleration over .02 seconds
and still survive. Safety restrains are designed to protect you up to 20-25
g’s
CFR 91.107 (also known as FAR 91.107) has the following requirements:
· Before flight, the pilot must ensure passengers are briefed
on how to fasten and unfasten seatbelts and installed shoulder harnesses.
· The pilot must be sure that all on board are notified to fasten
their seatbelts and shoulder harnesses before the aircraft is either moved
on the surface or takes off or lands. And there is more.
Regarding child restrains:
· If the device was manufactured between January 1st, 1981 and February
25th, 1985, it must show it conforms to the federal vehicle safety standards.
· After February 25, 1985 child seats must bear two labels, one to
show it meets the federal motor vehicle safety standards and one with the
words: “THIS RESTRAINIT IS CERTIFIED FOR USE
IN MOTOR VEHICLES AND AIRCRAFT” in red letters. |
It’s all in CFR 91.107.
The regulations are very specific about when the pilot in command (PIC)
is to use seat belts and shoulder harnesses. CFR 91.105 obligates the PIC
and any required crew member to wear safety belts during the entire the
flight and the shoulder harness for take-off and landing. I recommend you
review this regulation before your next flight.
Approved strapping is often dacron or nylon, woven and at least two inches
wide. There will be a metal tag pressed or riveted to the belt near the
attach fitting or a cloth label sewn onto the belt.
Any belts installed or replaced after 1951 must be properly identified with
TSO-C22 or a Military designation number. No, Pep Boys specials will not
do the job.
Even if you are a full-time renter, Advisory Circular 43-13, Change 3 Aircraft
Inspection and Repair gives some straight forward information on seat belts,
shoulder harnesses and their installation.
Some considerations:
· Frayed or twisted belt straps may be weakened and not protect the
wearer.
· Stretched, dirty or mildewed belts may have lost their original
strength and again not protect as intended.
Seat belts work when they are mounted and installed properly. This means
you need expert information, the correct materials, your maintenance technician
and a careful reading of AC 43.13. So buckle up for safety. Kathleen O’Brien,

The Wings Program
What is it anyway?
It is a voluntary Continuing Education Program for pilots that also qualifies
as an Official Flight Review.
How does it work?
The training is a combination of flight and ground instruction. For instance
an airplane land pilot would complete:
· One hour of flight training dedicated to basic aircraft control
· One hour of training dedicated to approaches, landings and takeoffs.
· One hour of instrument training
· Verified attendance at an FAA sponsored or FAA-sanctioned aviation
safety seminar.
At the seminar you receive a WINGS card signed by the Safety Program
Manager. You submit this card, along with verification of your flight training,
to the Flight Standards Office. Once verified, you get your wings, a handsome
lapel pin, a different one for each of the twenty phases of the program.
Keep the certificate you receive, it is proof of your flight review as well!

Diego Super Safety Seminar
Everything you wanted to know but were too cheap to pay for.
The Super Safety Seminar is scheduled for Saturday, September 12, 1998,
at Gillespie Field, at the Aerospace Museum. Admission is free and we have
three classrooms full of seminar topics. These topics include Mountain Flying,
Local & Beyond, Aviation Communiations, MEL's/Pre-flights, Women in
Aviation, In- Flight Emergencies, IFR Planning, New Part 61, Stalls &
Spins, and Aviation Maintenance for Owners as well as special topics by
AOPA and The King Schools. There is still lots to do to get ready, if you
have some time contact Mike Harris or Fred Christlieb at the San Diego FSDO.September
12, 1998, at Gillespie Field, at the Aerospace Museum. Admission is free

She flies a Cessna Citation, a Conquest and various other Piper
and Beech single and multi-engine aircraft. Ms. Williams knows aviation
from the inside out.

Ms. Williams belongs to the 99, the Air Traffic Control Association and
has been the national V-P of the Professional Women Controllers. She knows

Cliff Carlburg
speaking on Mountain Flying
Cliff started flying in 1958 as a student in the Army. After
five years of Army flying he attended to A and P school. Cliff worked for
Mission Aviation Fellowship flying in support of missionary work in remote
parts of Mexico, the Phillipines and Brazil.
He flew two seasons as an air tanker copilot fighting fires out of Ramona
and has served as chief pilot and flight instructor for local FBO’s.
A designated Pilot Examiner for four years, Cliff now directs the Aviation
Department at Christian Heritage College in El Cajon.
Cliff will talk about:
ä aircraft performance and control
ä airstrip evaluation
ä approaches and takeoffs in the mountains.
Discussions will include the Julian/Volcan Mountain problem area. |
